Common Requests
Bins for a newly constructed house
Use this request to order Garbage (red lid) and Recycle (blue lid) bins for a newly constructed house.
Green Waste (green lid) bins are an optional service. Find out more about this service here.
The property must be occupied before bins will be delivered. Once you are in the house and the bins are ordered, the bins will be delivered to the nature strip within 2 working days.
House number must be displayed. If no number is displayed, the delivery of the bins may be delayed.
Damaged garbage bin
Important note: Wyndham are undertaking a bin changeover program to ensure our bins are consistent with Australian standards. This means if you have a yellow lidded garbage bin that is in a state of disrepair, you will receive a new 120L, red lidded bin in its place.
Bins are generally repaired/replaced within 2 working days after your scheduled collection.
To confirm your collection date please visit MyWyndham.
To allow for the repair of your damaged garbage (yellow lid) bin you will need to:
- Ensure the bin is empty
- Once your bin has been emptied on your scheduled collection day, please leave the empty, damaged bin on the nature strip.
- The bin will be repaired/replaced within 2 working days – if this does not occur, please contact Council on 1300 023 411.
Damaged recycle lid bin
Bins are generally repaired/replaced within 2 working days after your scheduled collection.
As collection for a recycle waste (blue lid) bin is fortnightly, please confirm your collection date using MyWyndham.
To allow for the repair of your damaged recycle (blue lid) bin you will need to:
- Ensure the bin is empty
- Once your bin has been emptied on your scheduled collection day, please leave the empty, damaged bin on the nature strip.
- The bin will be repaired/replaced within 2 working days – if this does not occur, please contact Council on 1300 023 411.
Damaged green organics bin
A green waste bin is optional and carries a charge payable by the owner. If it is found that the service is not being paid for at your residence, a council officer will call you to discuss the available options.
Bins are generally repaired/replaced within 2 working days after your scheduled collection.
As collection for a green waste (green lid) bin is fortnightly, please confirm your collection date using MyWyndham.

Stolen or Missing Bin

Book a Hard Waste Collection
Wyndham City offers all Wyndham households three free hard and green waste collection services each financial year.
This service works on a pre-booked system so you will need to book your collection day at least 1 week in advance, with collection waiting times of 2-3 weeks.

Rates Notice reprint
If you need a copy of any of your past Rates notices, the quickest and easiest way to get access to them is to sign up for Digital Rates Notices. Through this service you will have access to past rates notices and will also be able to receive your future rates notices via email. Find out more about signing up for digital rates notices.
Otherwise you can use this request to ask for a copy of your latest rates notice to be sent to you.
Please note as of 1 July 2022 an admin fee of $17.40 will apply per notice for any requests for copies of notices.
To protect your privacy, a rates notice can only be issued to the postal or email address already assigned to the owner or authorized third party.
Once you have submitted your request for a copy of your recent rates notice, a council officer will be in contact to organise payment of the $17.40 admin fee prior to the notice being issued.

Unregistered Vehicles
Unregistered or Abandoned Vehicles on Council Land
What is an Unregistered / Abandoned Vehicle?
Each year a number of unregistered vehicles are left on Council land including roadways and parks. The Local government act allows Council to remove unregistered or abandoned vehicles if the owner fails to do so.
If a vehicle is currently registered, parked legally and an owner has been identified, Council cannot take action. A vehicle can include cars, motorcycles, trucks, trailers, and caravans.
A vehicle may be Impounded by Council if:
- The vehicles registration is Expired or Cancelled on the VicRoads website. A VicRoadsunregistered Vehicle Permit enables the movement of an unregistered vehicle between private properties during daylight hours but does not grant permission for the vehicle to be parked on a roadway.
- The Vehicle is registered but has not moved for at least 2 months and an owner cannot be identified.
Most reports are resolved within 14 business days.
Depending on the registration status some can take up to 60 business days.
Reports we cannot investigate
Vehicles believed to be abandoned in any of the following locations are not actionable by council. Please report the following types of abandoned vehicles to the relevant authorities:
- On roads managed by VicRoads - report it to VicRoads.
- On private property, including shopping centre car parks - report it to the property owner.
- Dumped in water - report it to the Department of Environment, Water and Planning.
- If you think the vehicle is stolen - report it to Victoria Police.
- If you think an unregistered vehicle is being driven - report it to Victoria Police.
How to report an unregistered or abandoned vehicle
You can report unregistered or abandoned vehicles online by following the steps below:

Step 2. Report unregistered or abandoned vehicle form Submit Request
What happens next?
- Reported vehicles will be investigated within 10 working days
- If the vehicle is unregistered or appears to be abandoned, an officer will place an Unregistered or Abandoned Vehicle Sticker on the vehicle, providing advice to the owner and requesting the vehicle be relocated within a set period of time.
- If the vehicle is not moved, it may be impounded.
Unwanted Vehicles
If you own a vehicle, that you no longer want, various businesses in the Wyndham area offer complimentary pick-up services, and in some instances, they may compensate the owner for the unwanted vehicle. Private tow truck operators, second-hand vehicle dealerships, or scrap metal recycling businesses may help with the removal of such vehicles.
We recommend visiting our Business Directory or other search engines to locate a service that suits your requirements and removes your unwanted vehicle. If Council impounds an unwanted vehicle, a penalty may be issued to the owner.
How to collect your impounded vehicle
If your vehicle has been impounded, the vehicle can only be released after you have proven you’re the owner.

Prior to collecting your vehicle:
- Bookings via phone or email are essential.
- Provide the following documents via email:
- Proof of ownership
- Photo ID (Driver’s Licence or Passport)
- Signed Statutory Declaration (if collecting on behalf of registered owner)
- Towing can be booked through depot at owner’s cost
- If vehicle is drivable but unregistered an Unregistered Vehicle Permit (UVP) must be obtained from Vic Roads Get an Unregistered Vehicle Permit : VicRoads
- Payment methods Electronic Funds Transfer (Nab Transact, Osko), Eftpos or Credit Card onsite – Cash not accepted.
If you do not claim your vehicle within 14 days of it being impounded. Council may sell, destroy or give away the vehicle (and anything in, on or attached to, the vehicle).
Illegal structure
When submitting the request, you will need to indicate the type of illegal structure e.g. carport, shed, pergola (unroofed), verandah.
Hygiene or cleanliness of food premises
Use this request to report a concern about the hygiene or cleanliness of a food premises.
Prescribed Accommodation & Rooming Houses

Tobacco Advertisement to Tobacco Enforcement
Our Environmental Health Officers conduct regular education visits to tobacco retailers, eating establishments, schools, childcares, licensed premises and gaming venues in regards to administering and enforcing requirements under the Tobacco Act 1987. We also enforce non-compliances in response to education visits and public complaints.
Wyndham City aims to reduce the harmful effects of tobacco smoking through:
- Enforcing any sales of tobacco or e-cigarette products to minors (persons under 18)
- Enforcing smoke-free dining
- Enforcing smoke-free workplaces
- Banning smoking in designated areas of licensed premises, shopping centres and children and young people areas used for recreational and sporting activities
- Regulating the display and advertising of tobacco products
- Referring illegal tobacco products
Tobacco Retailers
Strict legislation regulates the sale and display of tobacco and e-cigarettes within retailers. Any form of tobacco advertising or promotion such as flags, posters, stickers or signage either within or external of the retail outlet is prohibited. Tobacco and e-cigarette products including vapes are also prohibited from being displayed anywhere within the retail outlet.
Environmental Health Officers conduct regular education visits to retailers to ensure they understand their legal obligations when selling tobacco or e-cigarette products. Businesses found to be selling illegal/black-market tobacco, nicotine-containing vapes or any fruit, sweet or confectionary flavoured rolling papers will be referred to Victoria Police and the Commonwealth for investigation.

Sales to minors
The sale of tobacco or e-cigarette products to people under 18 years of age is illegal in Victoria.
Wyndham City Council operates a program where young people under 18 years of age are employed to carry out 'test purchasing' at tobacco outlets across the municipality. Each young person is educated about Victoria’s tobacco laws and instructed to follow procedures developed by the Department of Health and Human Services.
If you sell tobacco or e-cigarettes including vapes to a person under 18, Council will take enforcement action including issuing fines or prosecution.
Make a complaint
Wyndham City’s Environmental Health Department investigates complaints received from the community in relation to breaches of the Tobacco Act 1987.

The best method in dealing with a neighbour causing a nuisance is to approach them with your issues and try and work together to resolve the problem. They may not be aware they are causing unreasonable noise.

- Type of odour (if known), Eg gas, chemical etc
- Time of odour, eg is it constant or at a particular time of day/night
Smoke pollution
The best method in dealing with a neighbour causing a nuisance is to approach them with your issues and try and work together to resolve the problem. They may not be aware the smoke from their wood heater is causing a nuisance.

Unsightly or overgrown property
Unsightly means a property with an overgrown front yard to at least 1 metre high and/or unkempt due to litter.
When reporting an unsightly property you will need to provide us with the following information:
- The height of the grass/weeds
- The percentage of the yard that has long grass/weeds
- The type of litter is present
- Whether the house is vacant
