Personal care and beauty premises must be registered with their local Council under the Public Health and Wellbeing Act 2008 before they intend to operate their business. Wyndham classifies beauty businesses into three categories depending on the risk of communicable diseases. Your business will either be registered as a low, medium, or high-risk business.

The following procedures are not registerable by Council:

  • Cosmetic injectables
  • Massage
  • Chinese medicine board practitioners

If you are starting a new beauty business or buying an existing beauty business, you will need to obtain certain permits from Wyndham City Council before you commence trading. A person conducting a personal care and body art business (including hairdressing, beauty parlour work, colonic irrigation, tattooing, ear piercing or any other processes involving the penetration of the skin), must register their business with Council. To register your commercial or home-based beauty business, you will need to complete the following:

  • Step 1: Check if you need a Planning Permit and/or Building Permit: Prior to making an application with Environmental Health, you need to obtain all relevant Planning and Building Permits. If a Planning or Building Permit is required, do not commence any work on the premises until you have received the required permits. You can check this by submitting a Small Business Enquiry Form. 
  • Step 2: Submit a Beauty Premises Application Form.  Ensure that you have attached any relevant documents along with the application form so we can process your application as smoothly as possible. Submission instructions are available within this form.
  • Step 3: Ensure that you have read and understand our Beauty Premises Construction Guidelines for both home-based and commercial premises.
  • Step 4: Once your application has been processed, an invoice for your initial registration fee will be emailed out to you.
  • Step 5: An Environmental Health Officer will contact you within 10 working days of payment being processed to arrange an initial site inspection.
  • Step 6: If your beauty business is compliant upon inspection, a registration certificate will be issued to you until the expiry date. Yearly renewal fees and inspections may be applicable.

Registering a health premises

Step 1 - Do you need other Council permits? Call 1300 023 411 or visit the Civic Centre and speak to the following departments:

  • Town Planning: ask to speak to the Duty Planner to establish whether you need to apply for a Planning permit for your proposed business.
  • Building Department: ask to speak to a Building Officer to establish whether you need to apply for a Building permit. If you are making structural changes or changing the use of the building, you will most likely need a building permit.
  • Environmental Health department: ask to speak to an Environmental Health Officer to discuss the fit-out requirements for a Health and Beauty premises. Guidelines can be found here 

Step 2 - Submit your Beauty Business Application Form

Step 3 - An Environmental Health Officer (EHO) will assess your application/plans: you will be provided a report assessing the compliance of your proposed premises based on the plans you submitted. You should not commence construction until you have received this report and your Building/Planning permit (if required).

Step 4 - An EHO will conduct an inspection: Once you have completed your fit-out, contact Environmental Health Services to arrange your initial inspection. If your premises is deemed compliant at the time of inspection, you will be issued a registration certificate within 14 days and will be able to commence operating.

Purchasing an existing health business

Before you purchase an existing beauty business, you may request a pre-purchase inspection of the premises to determine what works need to be done to suit your business proposal with the consent of the current owner. The inspection can help determine what work needs to be done to bring the premises up to standard for your proposed business.

If you are looking to purchase an existing beauty business without requesting a pre-purchase inspection of the premises, you must complete a Beauty Business Application Form and return it to us at least 15 days before settlement to begin your registration process.
