WLS Letter of Support

Wyndham City is investing $3.75 million over two years (2025/26 and 2026/27) through the Wyndham Active Revitalisation Program to support local sport, recreation and fitness activities. 

This program is open to not-for-profit sporting clubs or community organisations who have held a lease, licence or annual hire agreement at a Wyndham City Council sporting facility (outdoor or indoor) in the last 12 months.

Eligible sporting clubs and community groups can apply for one small project (up to $50,000 excluding GST) and one medium project (up to $200,000 excluding GST) for consideration.

Examples of eligible projects include:

  • Training facilities (cricket nets, batting cages, etc.)
  • Turf cricket wickets (subject to turf wicket allocation process)
  • Open space improvements, including behind goal netting, scoreboards, booking/access systems, portable goals, seating, storage, CCTV or other projects assessed on a case-by-case basis
  • Minor kitchen refurbishments
  • Major sports equipment

Operational expenses, uniforms and minor sports equipment cannot be funded through this program.

Wyndham Revitalisation Program - Information session Q&A

Why is there a cap of 25% for one suburb within Wyndham?

The Wyndham Active Revitalisation Program is designed to ensure fairness and equity across the municipality by distributing funding evenly among all eligible clubs and organisations. Capping funding at 25% per suburb helps make sure no single area receives a disproportionate share, supporting the program goal of balanced investment across Wyndham.

We have two primary tenants, one winter club and one summer club – do we need to share the same application or can we make separate applications?

Each primary tenant sporting club (summer and winter) is eligible to make separate applications for both a small and medium project. If you are a club that shares a reserve between summer and winter, a letter of support from the other club to support your project idea is required. For projects that are the club’s responsibility to maintain with multiple tenants at the reserve, will there be a Memorandum of Understanding (MOU) created to agree upon shared responsibility to maintain the asset ongoing?

Any project delivered outside of Council policy will be listed in the seasonal licence agreement for both clubs (if there are winter and summer tenants) under Annexure D. This agreement, signed before each season, outlines specific responsibilities, including asset maintenance obligations. Where unique circumstances arise, Council will work directly with clubs to reach an agreement.

Will there be project management fees associated with each project?

No project management fees will be charged to the project budget. However, all projects must include a 10% contingency allowance. Project management fees will be reviewed as part of the overall program.

Can we apply for two medium projects?

No. Each club or association can submit a maximum of one small project and one medium project application. If two medium project applications are submitted, only one will be assessed, and the other will be deemed ineligible.

Projects do not need to use the full funding allocation (e.g., $50k or $200k). Budgets should reflect the true cost, supported by quotes or cost plans. Any underspent funds will be returned to the program to support additional projects, ensuring the full $3.7M commitment is delivered. 

Are newer established reserves eligible to apply?

Yes. All clubs or associations that have held or currently hold a seasonal licence agreement with Council are eligible to apply.

If the project is successful and runs over budget will the club be responsible for any costs?

If the project is successful, Council will the deliver the project to the scope provided in the application. This is why it is important that the project budget is as accurate as possible with supporting evidence, such as a quote or cost plan.

Will you only allocate a set amount of small and medium projects?

The aim is to distribute funds across both small and medium project streams as evenly as possible, however, this will be based on the assessment process.

Is council reviewing the CCTV policy and is it worth a club applying for CCTV as a project?

Council is currently reviewing its CCTV policy, along with its security responsibilities outlined in the Sports Facility User Guide. These policies are still in draft and have not yet gone through the formal approval process.

CCTV can be a valuable project to apply for if it is a priority for your club. However, all CCTV projects must comply with Council’s standard systems.
