As previously mentioned, a Rooming House (that does not meet the exemptions of Clause 52.23) and a Residential Building, requires a planning permit for use and development of the land.
The planning permit requirement applies to all new rooming houses or residential buildings to be constructed and the conversion of an existing building to a rooming house or residential building if any alterations to the building or works on the land are proposed.
It is important to understand the difference between a ‘rooming house’ and a ‘residential building’ isn’t just semantic; each has unique design elements and assessment considerations that have been summarised below.
