The Council Plan 2025–29 (incorporating the Municipal Public Health and Wellbeing Plan) is Wyndham’s overarching plan for delivering infrastructure, services, and initiatives that align with the Wyndham 2050 Community Vision. It integrates the Municipal Public Health and Wellbeing Plan to ensure a holistic approach to community wellbeing—recognising that physical, mental, emotional, and social health are shaped by the conditions in which people are born, grow, live, work, and age.
With wide-ranging responsibilities, Council plays a vital role in shaping a healthy, inclusive, and a thriving city. The Plan is structured around four strategic areas that reflect Council’s commitment to improving quality of life for all residents:
- A Welcoming, Healthy and Resilient City: An inclusive and equitable place which provides what residents need to maintain good health and wellbeing
- A Liveable City: A great place to live, work, visit and invest in
- A Clean and Green City: A presentable and sustainable place where open spaces are valued protected and enjoyed
- Delivering for community: Council is a well governed, accountable and financially responsible organisation that delivers on what the community values most
The Plan has been developed in line with Council’s integrated strategic planning and reporting framework, along with other high-level plans to ensure Council is unified in our commitment to delivering outcomes to the community.
The Plan is supported by a suite of Council Adopted Strategies, Plans and Policies which inform Council’s work and actions on a range of issues.
Our health focus areas
The Plan identifies five health focus areas and priority populations.
- Accessible Services
- Healthy Living
- Climate Change Health Impacts
- Mental Wellbeing and Social Connection
- Gender Equality
Council will work with health sector partners across Wyndham to:
- Act on opportunities to attract health services to Wyndham
- Advocate for improving the health needs of Wyndham residents
- Continue to strengthen partnerships in the health network
Key health needs and service gaps across the municipality were identified in the Wyndham Health Status Assessment 2025 which provided the evidence base to inform the five health focus areas
How the Plan was developed
The Council Plan 2025-29 (incorporating the Municipal Public Health and Wellbeing Plan) was informed by a comprehensive community engagement project known as Future Wyndham, which launched in 2024. This included:
- Extensive community engagement, with over 4,500 contributions from residents
- A Health Forum held in February 2025, brought together local health sector stakeholders to identify shared priorities
- The Future Wyndham Community Panel, where 103 randomly selected residents, reflective of Wyndham’s population, met across six days to explore the city’s key challenges and opportunities
- Public exhibition of the draft Plan in May 2025, gave the broader community an opportunity to provide feedback

Tracking progress and performance
Council is committed to transparency and accountability. We will regularly report on how we’re delivering against the commitments in the Plan.
Quarterly Progress Reports
Each quarter, Council will report on the delivery of key initiatives, major projects, and capital works, as well as financial performance.
Annual Report
Each year, Council publishes an Annual Report, detailing our achievements, challenges, and performance against the Council Plan. It includes:
- Results from the Local Government Performance Reporting Framework (LGPRF)
- Feedback from the Annual Community Satisfaction Survey
This report ensures residents are kept informed about how Council is delivering on its promises.
