The Wyndham Plan 2025

The Wyndham Plan (2025) will deliver the Wyndham 2040 Community Vision to connect people and places and encourage development in areas supported by infrastructure and services. The Wyndham Plan comprises four pillars (connectivity, concentration, capacity and choice) and the following six 'Big Ideas' to support the delivery of the Wyndham 2040 Community Vision.

  • Wyndham City Heart (central urban location of Wyndham to deliver jobs, housing, services, and facilities) to transform Wyndham from a 2-hour to a 20-minute city. 
  • Wyndham City Pulses (activity centres and rural villages located at the centre of communities) to deliver 20-minute neighbourhoods. 
  • Wyndham Transport Network (to better connect people and places). 
  • Derrimut Road Boulevard (proposed as the City’s iconic boulevard concept to integrate transport and development and connect the central parts of Wyndham). 
  • Liveable Residential Neighbourhoods (deliver quality residential development and link people to the places they need).  
  • Green Lungs, Coast and Country (celebrate and connect people with Wyndham’s rural areas and natural environment).

The Wyndham Plan (October 2023) was first adopted by Council in October 2023. An updated version The Wyndham Plan (2025) was adopted in December 2025 to improve the clarity of the document and strengthen its alignment with Planning Scheme Amendment C266wynd and Wyndham’s broader strategic planning framework.

To implement the strategic directions of The Wyndham Plan, Council prepared Wyndham Planning Scheme Amendment C266wynd. Following the completion of the amendment process, Amendment C266wynd was approved by the Minister for Planning and gazetted on 8 May 2026. The amendment updates the Municipal Planning Strategy (MPS) in the Wyndham Planning Scheme to align with The Wyndham Plan and establishes a clear strategic framework to guide future growth and development within the City of Wyndham.
