Register a health or beauty business

You will need to register with Wyndham City Council if you have a business that offers: 

  • beauty treatments 
  • makeup services 
  • hairdressing 
  • colonic irrigation 
  • practices that penetrate the skin like piercing, tattooing or skin needling. 

To launch your health or beauty business, you will need to: 

Find out what level of risk your business is

There are different requirements for registration and inspection depending on the health risk of your business. 

Low-risk businesses include: 

  • hairdressing 
  • spray tans 
  • makeup services 
  • facials 
  • eyebrow tinting. 

Medium-risk businesses include: 

  • waxing or hair removal 
  • eyelash tinting or extensions 
  • laser tattoo removal 
  • manicures and pedicures 
  • tooth whitening 
  • microdermabrasion 
  • earlobe piercing with a gun. 

High-risk businesses include: 

  • tattooing 
  • piercing 
  • colonic irrigation 
  • skin needling 
  • electrolysis 
  • microblading 
  • wet cupping. 

Check if you need a planning or building permit 

You may need to get a planning permit or a building permit before you can register your health or beauty business. 

This applies to both home-based businesses and businesses that operate from a commercial premises. 

Planning permits 

You may need to get a planning permit to change the use of your premises. For more information, see Applying for a planning permit. 

Building permits 

If you are planning to do any building works to your premises, you will need to get a building permit. This includes: 

  • commercial fitouts 
  • renovations 
  • converting a garage or other home space.

Make sure your premises is suitable 

To register your health or beauty business, you will need to make sure your premises or home is suitable for the kind of health or beauty business you have. 

We strongly suggest you do not make any changes to your premises or home until your application has been approved.

Preparing a floor plan

When you submit your registration form, you will need to supply us with a floor plan of your premises. This might have different requirements to any plans you have to provide for your planning or building permit. 

Your plan should be drawn to scale with dimensions and include: 

  • locations of handwashing stations, equipment washing sinks and hair wash basins 
  • locations of work stations like nail tables and treatment chairs 
  • locations of sharps disposal bins, equipment storage areas and chemical storage areas 
  • information about surface finishes on walls, floors, ceilings and work areas. 

Get all the documents you need and apply

To register a health or beauty business, you will need to give us: 

  • a floor plan showing every part of your premises 
  • information about any disposable or reusable equipment you will be using 
  • an ASIC company extract dated within six months (if you are applying on behalf of a company).

Send your application form and any supporting documents to mail@wyndham.vic.gov.au

Once you have applied for registration, one of our officers will review your application. We will provide a response to your application and let you know if you need to make any changes to your plans. 

We strongly suggest you do not begin construction until your application has been approved. 

Prepare for an inspection

Once you have set up your premises and are ready to start operating, you will need to arrange for one of our environmental health officers to inspect your premises. 

If your premises is suitable at inspection, you will be issued a certificate of registration.
