Information for tobacco retailers

In Victoria, the sale of tobacco and e-cigarettes is regulated by the Tobacco Act 1987. If you sell tobacco to the public or to other businesses, you need to apply for a tobacco licence.

Inspections and test purchases

Environmental health officers from Wyndham City Council are authorised to enforce tobacco laws. They can do this through things like inspections and test purchases of tobacco products by a person under 18. 

Tobacco inspectors have the power to: 

  • inspect any parts of the retailer that are accessed by the public 
  • request names and addresses of anyone they think has committed an offence under the Tobacco Act 1987 
  • inspect and measure tobacco advertisements behind the counter.
