Stormwater Management Guideline

The Wyndham City Stormwater Management Guideline has been established as a comprehensive framework designed to provide developers, engineers, and planners with a consistent, detailed, and clearly defined set of standards for the design, development, and implementation of stormwater infrastructure within the City of Wyndham.  

The Stormwater Management Guideline serves as the Council’s formal policy document, outlining the specific requirements for drainage and stormwater management for both existing and new developments within Wyndham City. 

The guideline encompasses a range of critical elements, including but not limited to: 

  • Essential design criteria for stormwater infrastructure
  • Onsite Stormwater Detention (OSD) specifications
  • Detailed submission requirements for Council approval
  • Integrated Water Management (IWM) standards for small-scale developments, in alignment with Planning Scheme Clause 53.18

This comprehensive framework is designed to promote sustainable development by ensuring that all developments within Wyndham integrate stormwater drainage systems and Water Sensitive Urban Design (WSUD) solutions that adhere to best practice standards. The guideline aims to ensure that stormwater systems are developed and managed in line with the highest industry standards, comply with relevant regulatory requirements, and support the long-term sustainability goals of the local community.

Legal Point of Discharge (LPOD)

The Legal Point of Discharge refers to the location where storm water exits a property and is authorised to discharge into Council’s drainage infrastructure, or another storm water capture provision. The Legal Point of Discharge does not refer to a physical pipeline. It refers to a location only. 

To apply for legal point of discharge information, you are required to complete a Legal Point of Discharge and Council Easement information application form.

Permissible Site Discharge (PSD)

Permissible Site Discharge refers to the maximum allowable rate or volume of surface water (rainwater, stormwater, or runoff) that can be discharged from a development site into the drainage system without exceeding local drainage capacity.  

This discharge rate is calculated based on factors such as the size of the site, the type of development, the permeability of the ground, and the capacity of existing drainage systems. The permissible discharge ensures that the development does not overwhelm local drainage infrastructure or contribute to downstream flooding. Before commencing your drainage design, it is strongly advised that you obtain the Permissible Site Discharge (PSD) for your site.

Drainage Design Submissions

Council is currently in the process of implementing a new system for submission of drainage designs for approval, the new submission system will be live on 1 July 2026. This page will be updated with information and instructions on the new system prior to its implementation.

In the interim period, our previous online submission form has been suspended; all drainage approval applications should be emailed to mail@wyndham.vic.gov.au

Please note the following in relation to drainage submissions:

  1. Submission emails should give the planning reference number and address in the subject line: eg Subject: WYP12345/26 - 45 Princes Highway, Werribee - Drainage Design Submission.
  2. Only drainage design drawings and calculations need to be submitted. The maximum combined attachment limit is 50MB. Information unrelated to the drainage design (e.g. structural drawings) won’t be reviewed and will not be part of our approval.
  3. Drainage designs should only be submitted after a planning permit has been issued.
  4. Drainage designs should be submitted after development plans and any applicable sustainability reports have been endorsed. However, these documents do not need to be attached to the drainage approval application.

Please note that from the 1 July 2025 there is a fee associated with the assessment of Drainage Designs as per the Schedule of Fees & Charges 2025-2026.

Once the drainage application has been received and reviewed, Council’s engineer will provide the applicant with an invoice for the applicable fee, and a payment reference number.
