What is an Open Libraries model?
Council is exploring an Open Library model for Wyndham to complement existing staffed library services.
Open Library models, currently operating successfully in several Council areas across Victoria, give community members, who have completed a safety induction, the opportunity to access and use library facilities beyond staffed hours.
Open Library membership is an additional membership option available alongside the standard library membership. Customers aged 18 and over who have completed a safety induction process can access library facilities and services during extended Open Library hours. Parents and guardians are welcome to bring children/young adults with them during these visits. At other library services across Melbourne, Open Library provides access from 8.00 am to 10.00 pm, seven days a week, extending availability beyond staffed service hours.
These models are designed to extend opening times while keeping a strong focus on safety and responsible use.
Will Open Libraries replace librarians or staffed services?
No. There is no change to staff or staffed hours.
Staffed hours, programs, support and specialist assistance will continue to be a central part of Wyndham’s library services.
The Open Library model is intended to complement existing services by providing additional access outside staffed hours, not replace them.
Why is Council considering an Open Libraries model?
Through targeted community engagement, Council has received feedback from residents who would like increased library opening hours and greater access to library facilities.
Library usage patterns also indicate demand outside traditional operating hours, particularly from families, shift workers, students, carers and residents with limited daytime availability.
An Open Library model provides an opportunity to respond to this demand by extending access to library spaces beyond current staffed hours while maintaining existing programs, services and support.
How could an Open Library model benefit the community?
An Open Library model may provide greater flexibility for people who are unable to visit the library during staffed hours. This could include access to a quiet place to study, time to browse the collection, use technology and Wi‑Fi, or enjoy a comfortable space to read, learn and connect at times that better suit their schedules.
Extended access from early morning to late evening allows customers to visit at times that suit their work, study and family commitments.
