These terms and conditions apply to the Youth Civic Participation Project (‘project’).
By applying to participate in the project, you agree to be bound by these terms and conditions.
These terms and conditions should be read in conjunction with any relevant project information e.g. your application form and any Council correspondence regarding the project.
Submission of an application form does not confirm your participation in the project. Successful applicants will be contacted by Council using the details provided in their application form.
- APPLICANTS
Applicants must be aged between 18 and 25, who are classified legally as adults, and as such by choosing to participate, acknowledge and accept these responsibilities accordingly. Applicants must live, work, study or socialise in Wyndham. Council staff, volunteers, Councillors and their immediate family members are ineligible to apply.
- APPLICATIONS
2.1 To apply for the project, applicants must submit a properly completed application form via Council’s website between 9:00am on 1 April 2026 and 11:59pm on 19 May 2026. Applications which are incomplete or received outside of this period will not be accepted.
2.2 Applicants agree to immediately notify Council of any changes to their application, including the request to withdraw their application, by emailing YouthCivicParticipation@wyndham.vic.gov.au.
- SHORTLISTING
3.1 Applications will be reviewed and shortlisted in the week commencing 8 June 2026 by Council officers.
3.2 Shortlisted applicants will be contacted by Council and required to attend an interview at a time, date and location to be confirmed.
3.3 Shortlisted applicants acknowledge and agree that Council may contact the referee nominated in their application form to undertake a reference check.
- SUCCESSFUL APPLICANTS
4.1 After all interviews and referee checks have been conducted, Council officers will select up to twelve shortlisted applicants to participate in the project, to be formally approved by Council’s Mayor.
4.2 Successful applicants agree to undergo a national police check if requested, at Council’s cost.
4.3 Subject to a satisfactory police check, successful applicants will be contacted using the details provided in their application form. Successful applicants will be required to confirm their participation in the project within 3 days of being contacted.
4.4 The project participants will be publicly announced via Council’s social media pages and/or website on 1 July 2026. Participants consent to their names being published in connection with this announcement.
- PROJECT PARTICIPATION
5.1 A minimum of two Council staff members will be in attendance at all meetings, events and excursions relating to the project.
5.2 Participants must able to attend all project meetings and events, including but not limited to:
(a) meet and greet at Youth Services @Hoppers Crossing on 13 July 2026;
(b) a meeting and dinner with Wyndham City Councillors on 15 July 2026;
(c) two days at the Victorian Parliament on 5 and 13 August 2026;
(d) a four-day tour of Canberra from 7-10 September 2026; and
(e) a presentation dinner on 21 October 2026.
5.3 Participants acknowledge and agree that project meeting and event dates are subject to change and may be conducted online (e.g. via Microsoft Teams or Zoom) if they cannot be conducted in person.
5.4 Participants agree to complete any additional forms and provide further consents which may be required in connection with the project.
- PROJECT EVALUATION AND MENTORING
At the conclusion of the project, participants agree:
(a) to participate in a project evaluation; and
(b) that Council may contact them for the purpose of inviting them to be a mentor for future projects.
EXPECTED BEHAVIOUR
7.1 Participants agree to follow all reasonable directions of Council staff during the project.
7.2 Participants agree that at all time during the project, they will conduct themselves in a manner that upholds Council’s values and reflects prevailing community standards.
7.3 Participants acknowledge and accept their conduct and responsibilities bound by the law as a legal adult.
- LIABILITY
8.1 Participants participate in the project at their own risk.
8.2 To the extent permitted by law, Council is not liable to any applicant or participant for any loss, damage, claim or expense (‘loss’) suffered, including, but not limited to property loss or damage, personal injury and death, as a result of or in connection with their application or participation in the project, except to the extent that any such loss is caused or contributed to by the negligent act or omission of Council.
- INDEMNITY
Applicants and participants agree to hold harmless, indemnify and keep indemnified Council, its Councillors, staff and contractors (‘Council’) against any action, claim, demand, cost or other liability made against or incurred by Council in respect of any accident, damage, injury or loss arising from their application for, or participation in, the project and/or a breach or potential breach of these conditions.
- PROJECT WITHDRAWAL OR CANCELLATION
10.1 Participants may withdraw from the project at any time by notifying Council in writing.
10.2 Council reserves the right to end a person’s participation in the project where they have breached these conditions or have submitted false, inaccurate or misleading information in their application or otherwise.
10.3 Notwithstanding any other provision of these conditions, and regardless of whether a person’s participation in the project has been confirmed by Council, Council expressly reserves the right to cancel, change or modify the project at any time.
- NO RELATIONSHIP
Nothing in these conditions or in the conduct of Council and an applicant or participant will create a relationship of agency, partnership, employer and employee or joint venture between the applicant and Council.
