The Community Infrastructure Levy (CIL) helps cover the cost of infrastructure in new communities including outdoor recreation areas, community centres and libraries. Development Contribution Plans are part of the Wyndham Planning Scheme, and these plans outline the infrastructure to be funded by the CIL in various areas.
In Wyndham, the developer can enter into an agreement with Council and pay the Community Infrastructure Levy upfront. There are many new estates where the developer has chosen not to pay upfront, therefore the land owner is required to pay the CIL prior to the issuing of a building permit.
Pay your CIL
To pay your CIL you will need to click on the 'Pay your CIL' button below. You will then need to:
- Search using the property's address to find the payment reference number.
- Copy your payment reference number before clicking 'Pay now'.
- Type or paste your payment reference number into the 'Payment reference' section. This must be the payment reference number you have copied – your CIL reference number will not work.
- Enter your email address when instructed to receive your receipt.
Once you have paid your CIL, your receipt may take a couple of hours to arrive.
If you cannot access the form through the link, make sure you have logged out of the customer portal and try again.
If your address is not showing up in the search, this may mean a CIL has not been issued yet, has already been paid, or is not applicable for this property.
How much is the CIL?
The amount payable for the 2026/2027 financial year is $1,590 per dwelling (the limit amount for CIL payments as set by the Planning & Environment Act 1987 46(L)(2)).The Community Infrastructure Levy is compulsory under Section 24(5) of the Building Act 1993.

I am building two dwellings on a lot, how much do I need to pay? Do I need two CIL reference numbers?
The CIL is payable for every new dwelling. This means where a lot is further subdivided (into townhouses for example), an additional CIL will be payable for each of the extra dwellings created.
Contact cil@wyndham.vic.gov.au and include all the property addresses for multiple dwellings (for example 23A & 23B Test Street, Werribee) so that we can provide your CIL reference number and the amount payable can be adjusted.
Why do I have to pay CIL, someone I know is building in Wyndham and isn’t required to pay CIL?

My land isn’t titled yet, can I pay CIL?
CIL payments should be paid once the land is titled. Once land has been titled by the Land Titles Office, your address can be searched on to obtain your CIL reference number.
If you are unsure if your land is titled, please contact your builder for confirmation.
When do I need to pay CIL?
Payment of CIL is triggered by the application of a building permit for the construction of a new house and must be paid before a building permit can be issued, as specified under Section 24(5) of the Building Act 1993.
Payment can be made once land has been titled by the Land Titles Office. You will need your CIL reference number to make payment.
