Get a permit for a place of public entertainment (POPE)

You may need an occupancy permit for a place of public entertainment (POPE) if you are holding an event for entertainment or public gathering purposes. 

Apply for a POPE

A place of public entertainment may include any meeting or entertainment attended by the public that takes place in any building, part of building or outdoor area (or combination of) that covers more than 500 square metres. 

This could include events like: 

  • music or art festivals 
  • shows, fairs or markets 
  • circuses 
  • expos 
  • meetings or rallies 
  • any other large event attended by the public. 

Some events run by community-based organisations may not require a POPE. To find out if your event needs a POPE, email us with information about your event at buildingenquiries@wyndham.vic.gov.au

What you need to provide with your application

To get a permit for a place of public entertainment, you will need to provide: 

  • a description of the event including event name and date 
  • the expected attendance (maximum at any one time) 
  • a detailed site plan including the total area and any temporary or permanent structures 
  • admission charges 
  • details of any rides or amusements. 

Apply for a POPE

Fees

The fee covers a maximum of two assessments and one inspection during business hours. If you need more assessments or inspections, you will need to pay an extra fee.
