Wyndham City recognises that at times, there may be exceptional circumstances that require a family to attend a particular kindergarten services and/or kindergarten group. For this reason, a family may apply under exceptional circumstances to have their registration reviewed by the Central Registration Review Panel.

Exceptional circumstances are events or problems which you did not expect, and which stop you being able to perform to the best of your abilities. Examples of exceptional circumstances are:

  • Child and/or parent with a life threatening or debilitating illness or disease;
  • Parent with a disability;
  • Parent of child with a diagnosed mental illness;
  • Court orders that limit choices for kindergartens;
  • A child at risk of serious abuse or neglect;
  • Homelessness;
    • When a person does not have suitable accommodation alternatives, they are considered homeless if their current living arrangement:
      • Is in a dwelling that is inadequate; or
      • Has no tenure; or
      • If their initial tenure is short and not extendable; or
      • Does not allow them to have control of, and access to space for social relations

(As defined by Australian Bureau of Statistics 2011)

  • Drug and alcohol misuse;
  • Family violence;
  • Other situations verifiable by a child/family support service

To be eligible to submit a Kindergarten Registration Exceptional Circumstances Request Form the following criteria must be met:

  • The applicant must be applying for a 3 or 4-year-old kindergarten in the Wyndham City Central Registration Scheme;
  • The application must relate to either the child being enrolled in the kindergarten or the child’s parent/legal guardian or siblings;
  • All applicants must provide supporting documentation from a medical practitioner, health provider or an organisation/authority with expertise in a relevant field. A list of approved supporting documentation can be found in the Kindergarten Registration Exceptional Circumstances Policy and Procedure 

Please Note: Families who are covered under Council’s Kindergarten Priority of Access (POA) do not need to complete a Kindergarten Registration Exceptional Circumstances Request Form. It’s important to note that exceptional circumstances would not ordinarily include transport or work circumstances.

All applications will be presented to the Central Registration Review Panel for deliberation. The panel will consist of the Coordinator of Early Education and Care Services and the Area Leader of Operations and Administration.

All requests will be actioned within 15 business days and a response will be sent to the applicant in writing advising of the outcome.
