  1. This competition is run by Wyndham City Council (‘Council’) in the state of Victoria, Australia only.  This competition is in no way sponsored, endorsed, administered by or associated with Instagram.
  1. By entering this competition, you agree to accept these terms and conditions of entry.  If your entry does not comply with these terms and conditions, it will not be valid and will not be accepted.
  1. Entry is restricted to people aged between 12 and 25 who live, work, study or socialise in Wyndham.  Entrants under 18 years of age must obtain their parent or guardian’s consent to enter the competition.  Council staff, Councillors and their immediate families are not eligible to enter.
  1. The competition starts at 9:00am on 24 June 2020 and ends at 11.59pm 1 October 2020 (‘competition period’).  Council staff, Councillors and their immediate families are not eligible to enter.
  1. To enter the competition, during the competition period you must submit a properly completed entry form and upload your proposed Instagram post to
  1. Multiple entries per entrant will be accepted, provided that each entry complies with these terms and conditions.  Entrants acknowledge that where they have submitted multiple entries, they will only be eligible to receive a maximum of two prizes in the competition.
  1. Entries must be your own work and must not contain any objectionable, profane, offensive, insulting, inflammatory or defamatory material.
  1. Where your entry contains material protected by copyright (such as sound recordings, music, art or images) or other intellectual property rights, you warrant that you have a licence or other consent to use that material.  Licences or evidence of consent must be provided to Council on request.
  1. Where your entry is a video, it should be filmed in portrait orientation and must:

    (a) be between 15 and 60 seconds in length;

    (b) be in .avi, .mov or .mp4 format;

    (c) have a minimum frame of 30 FPS;

    (d) have a minimum resolution of 720 pixels; and

    (e) be no larger than 64mb in file size.

  1. Where your entry is a photograph or series of photographs, the photograph(s) should be taken in square orientation and must:

    (a) not contain more than 10 photographs in total;

    (b) be in .gif, .jpeg, .png or .svg format; and

    (c) be no larger than 64 mb in file size.

  1. Where your entry is a written piece, it must be:

    (a) in .doc, .docx, .pdf or .txt format; and

    (b) no more than 250 words in total.

  1. Prior to uploading an entry in which any individual is capable of being identified, you must obtain their written consent (or the consent of their parent or guardian if they are aged under 18) to be captured in the entry and for the entry to be entered into this competition.  Evidence of such consent must be provided to Council upon request.
  1. Each week for eight weeks, starting on 14 August 2020, members of Council’s Youth Project team will select three winners from all entries received between the start of the competition on 9:00am on 24 June 2020 and the time and date specified in the table below.  A total of 24 winners will be selected over the 8-week period.  Winners will be selected on the basis of creativity and uniqueness in the context of the competition.

  1. Each winner will receive a $200 GiftPay e-gift card and will have their winning entry posted on Council’s Youth in Wyndham Instagram and Facebook pages (total prize pool valued at $4,800).  Refer to GiftPay’s website ( for terms and conditions for the redemption of e-gift cards.
  1. Winners will be contacted by phone and email within 3 business days of being selected as a winner.
  1. If a winner cannot be contacted within 3 business days of being selected as a winner, Council may opt to conduct further judging to determine a new winner.
  1. Winners acknowledge and agree that prizes will be emailed to the email address as provided in their entry form.  Council accepts no responsibility for any lost prizes.
  1. Council may require winners to provide evidence of their identity and/or that they live, work, study or socialise in Wyndham.  If there is a dispute as to the identity of a winner, Council reserves the right, acting in its entire discretion, to determine the identity of a winner.
  1. Entrants retain copyright in their entry.
  1. Winners grant Council a perpetual, irrevocable and royalty-free licence to edit, use and publish their entry (in whole or in part) on Council’s:

    (a) Youth in Wyndham Instagram page (@youthinwyndham);

    (b) Youth in Wyndham Facebook page (;

    (c) website (; and

    (d) Wyndham Together website (

  1. Winners acknowledge that upon publication of their entry, it will become publicly accessible and will be capable of being shared, saved, downloaded or otherwise distributed by the public.  Winners agree that Council accepts no responsibility or liability for the way that members of the public use, share, save, download or otherwise distribute their entry once it has been published.
  1. Council may, acting in its entire discretion, determine not share a winner’s Instagram, Facebook or website in connection with the publication of their winning entry.
  1. Entrants indemnify and hold harmless Council, its councillors and employees against all claims arising in connection with a breach or purported breach of these conditions, including, but not limited to a breach or purported breach of condition 8.
  1. Prizes are not transferable or exchangeable.
  1. Council accepts no responsibility for late, lost, incomplete, invalid or corrupt entries.
  1. If for any reason, the competition cannot be run as planned, Council reserves the right to cancel, terminate, modify or suspend the competition.
  1. Council reserves the right to change or modify these conditions at any time.
  1. Nothing in these conditions or in the conduct of Council and entrants will create a relationship of agency, partnership, employer and employee or joint venture between the entrant and Council.
  1. Council’s decisions are final and no correspondence will be entered into.
