An owner or occupier must not allow their premises to be:
- kept in a manner which is dangerous or likely to cause danger to health, life or property;
- a haven for vermin, noxious weeds or insects;
- used without a permit for the storage of any substance or in any other condition which in the opinion of an authorised officer is dangerous or is likely to cause danger to health, life or property;

to prevent the outbreak of fire, the owners of vacant land should always ensure their property is free of long grass or other materials which may constitute a fire hazard. Grass should not be allowed to grow more than 150mm in height or Council can require it to be cut back.
The owner of any vacant land in a residential, business or industrial zone must keep their land in a tidy condition by keeping grass and undergrowth cut to a height of no more than 150mm and keeping the land clear of all rubbish and litter.
