Starting a new food premises & alterations to an existing premises.
Class 1, Class 2 and Class 3 premises cannot operate a food business without Food Act Registration.
Steps involved in opening a food business:
Step 1 – Submission of plans for assessment
Class 1, Class 2 and Class 3 premises are required to submit plans to Wyndham City for assessment before any structural work is undertaken, and before the business begins to operate. The plan assessment process is established to ensure premises are designed and fitted out to a standard which will be easier to clean and maintain and to ensure compliance with legislative requirements.
2 sets of plans need to be attached to ‘Submitting Plans for Approval for a Food Business’ form with the prescribed fee. (Refer to the Food Premises Construction Advice document).
The plans need to be drawn to a scale of not less than 1 to 100 and need to show:
- Every part of the premises including yards and outbuildings.
- Indicate the specific work processes to be carried out in each room, compartment or part of the establishment including the use of any external buildings/structures.
- The location and type of all fixtures, equipment, furniture, shelving, benches, etc.
- The area to be provided for the storage of cleaning equipment and materials, paperwork and personal belongings.
- The area outside the establishment to be set aside for the temporary storage of refuse, clearly indicates the size of bins and method of rubbish disposal.
- Specifications describing the type of materials to be used in the construction and finishing of all floors, walls, ceilings, partitions, benches, shelving, fittings, cupboards and all other fixtures and equipment.
- Include drainage plans indicating connection to City West Water or an Application to Install Septic Tank System as required.
You must ensure all relevant Building and Town Planning approvals and permits have been obtained prior to the application for Food Act registration.
Step 2 – Application to Register a Food Premises
Once the structural works have been completed and the premise is ready to commence operation, you are required to contact the Environmental Health Unit to arrange a pre-registration inspection.
At this stage you will be required to:
- Complete an Application to Register a Food Premises form.
- Pay the appropriate Food Act Registration Fee.
- Provide a copy of the Food Safety Program (as required for Class 1, Class 2 and Class 3 premises)
- Provide a copy of an approved Food Safety Supervisor Certificate (as required for Class 1 and Class 2 premises)
The appropriate Food Act Registration fee will be calculated by the Environmental Health Officer and is determined by the size of your premises and risk. The registration fee is pro-rata charge based on the area your premises is located in the municipality.
Subject to compliance a Certificate of Food Act Registration will then be issued to the premises.
