Truganina South Precinct Structure Plan (PSP) and Development Contributions Plan (DCP)
The Truganina South Precinct Structure Plan (PSP) is a long term plan for urban development for the area generally bounded by Leakes Road, Sayers Road, Palmers Road, and Marquands Road in Truganina. It describes how the land is expected to be developed, the services that are planned to support development and how those services will be delivered.
Amendment C123 to the Wyndham Planning Scheme incorporated two new documents into the planning scheme:
- Truganina South Community Precinct Structure Plan (including the Truganina South Native Vegetation Precinct Plan), May 2011; and
- Truganina South Precinct Community Development Contributions Plan, June 2011 by listing the documents in the Schedule to Clause 81.01.
Other changes included:
- Applied Schedule 1 to the Urban Growth Zone (UGZ1) to land in the amendment area excepting the southwest corner of 290 Sayers Roads, Truganina which remains in the Residential 1 Zone. This zone sets out the land use and development controls for the precinct with the exception native vegetation controls. The zone requires land use and development to be generally in accordance with the incorporated Truganina South Community Precinct Structure Plan.
- Applied Schedule 8 to the Development Contributions Plan Overlay (DCPO8) to the same land as the UGZ1 above. The overlay requires planning permits to be consistent with the incorporated Truganina South Community Development Contributions Plan. A Development Infrastructure Levy of $169,311.65 per net developable hectare plus $6,693.75 per lot/dwelling (for other infrastructure) and a Community Infrastructure Levy of $900 per dwelling (as at March 2011).
- Applied the Environmental Audit Overlay (EAO) over land at 99 Palmers Road, Truganina.
- Included an as-of-right 7,000sqm floor space limit for shop uses in the Truganina South Local Town Centre at the Schedule to the Business 1 Zone (B1Z).
- Included the Business 2 Zone (B2Z) and the Business 2 Zone Schedule in the planning scheme to allow application of the B2Z to the Business Centre.
- Included a new Farming Zone Schedule 3 (FZ3) to allow application of the FZ3 to the Conservation Site.
- Made minor changes to Clause 21.03 - Wyndham’s Growth Framework, Clause 21.04 - Strategic Framework Plan and Clause 21.05 - Managing Urban Growth to make reference to implementation of the incorporated Truganina South Community Precinct Structure Plan.
- Made minor changes to Clause 22.05 - Activity Centres Policy, to make reference to the activity centres provided for in the incorporated Truganina South Community Precinct Structure Plan.
- Provided for public open space contributions in the precinct when land is subdivided by amending the Schedule to Clause 52.01.
- Used the Truganina South Native Vegetation Precinct Plan (Truganina South NVPP) to manage native vegetation in the precinct by listing it in the schedule to Clause 52.16.
- Included 12EAO in the list of planning scheme maps in the Schedule to Clause 61.03.
Amendment C123 to the Wyndham Planning Scheme was approved by the Minister for Planning, Matthew Guy MLC, on 3 July 2011. It was published in the Government Gazette on 7 July 2011.
