Municipal Strategic Statement


In August 1993, the Minister for Planning and Local Government initiated reform of Victoria’s land use planning system.

A key element of the reform process is the Municipal Strategic Statement (MSS), which is a core component of the municipal planning scheme linking strategic policy to local planning provisions.

The link between State planning objectives and local planning is provided by the Victoria Planning Provisions (VPP), a document which specifies a consistent set of provisions for all schemes, with scope for some local variation.

The aim is to harmonise State, regional and local planning policy, and to simplify the planning approval process.

Wyndham City Council’s MSS has taken account of:

  • the existing strategic planning framework based on the Werribee Growth Area Plan (1990)
  • Council planning policies
  • relevant State government policy
  • consultation with many stakeholders
